Ms. Shields has a Juris Doctorate degree from St. Mary’s Law School. She was licensed in 1966. After practicing public service law with the Texas Securities Board and the Texas Attorney General’s office, she represented both the University of Texas System and the University of Houston System. She was in private practice in Houston with Dula and Shields between 1982 and 1990.
In 1990 she moved to Colorado and joined the Colorado Department of Law as a Deputy Attorney General. In 1997 she became chief of staff. In 1999 she joined TPA as its general counsel. |
